Preheat your oven to 425°F (220°C) and prepare your pizza dough according to your preferred recipe. Alternatively, you can use a pre-made pizza crust.
In a bowl, combine the ground beef, garlic powder, onion powder, cayenne pepper, paprika, salt, and black pepper. Mix well and shape the meat into a flat disc. Place the meat on a baking sheet and bake for 10-12 minutes, until fully cooked.
While the meat is cooking, prepare the donair sauce. In a separate bowl, combine the sweetened condensed milk, white vinegar, garlic powder, and sugar. Mix well and set aside.
Once the meat is fully cooked, remove it from the oven and let it cool for a few minutes. Then, slice the meat into thin strips.
Spread the donair sauce over the pizza crust, leaving a small border around the edges. Sprinkle the diced onions and tomatoes over the sauce.
Arrange the sliced donair meat on top of the vegetables. Sprinkle the shredded mozzarella cheese over the meat.
Bake the pizza in the oven for 12-15 minutes, or until the cheese is melted and bubbly and the crust is golden brown.
Once the pizza is fully cooked, remove it from the oven and let it cool for a few minutes. Slice the pizza into wedges and serve hot.
